Brief Description of the Engineering Section
Engineering WorksThe Uttar Pradesh Small Industries Corporation has been successfully executing engineering works for the past 38 years. Major works carried out by the Corporation in previous years are as follows:
In addition to these works, vide Government Order No. 6459/18-2-25/25/(59)/84 dated 30 August 1986, the Corporation was designated as the construction agency for establishing Mini Industrial Estates at the development block level under the Industries Department, and was entrusted with the construction work in the Allahabad Division. Subsequently, through Directorate of Industries letter No. 4556-611/11 dated 25.09.1989, the Corporation was also designated as the construction agency for maintenance and repair of major and mini industrial estates across Gorakhpur, Varanasi, Allahabad, Agra, Jhansi, Faizabad, and Kumaon divisions.
Further, vide Government Order No. 1139/38-5-08-78 Sam/07 TC, Rural Development Section-5, Lucknow, dated 16.06.2008, the Corporation was appointed as the executing agency for water recharging works under the Rural Drinking Water Scheme (District Plan). Additionally, through Government Order No. 879/18-5-2009-42K/2004 dated 17.08.2009, the Corporation was also declared as the departmental construction agency for execution of works under the Small Industries Department.
Technical Workforce & Infrastructure
The Corporation has a competent technical workforce for engineering works, supported by the necessary infrastructure to ensure quality execution. The engineering staff includes:

The Engineering Section of the Corporation has completed renovation work of the auditorium at Medical College, Kanpur, along with maintenance and renovation works of LLR and associated hospitals, amounting to ₹1.50 crore during 2006–07.
The Corporation has also been responsible for the decoration and maintenance of the Uttar Pradesh Pavilion at the International Trade Fair held annually from 14th to 27th November at Pragati Maidan, New Delhi, for the past seven years, including the work for the year 2011–12.
Since 1996, the Corporation has been executing construction and development works under the Members of Parliament Local Area Development Scheme (MPLADS) and MLA funds across various districts such as Kanpur Nagar, Fatehpur, Unnao, Lucknow, Raebareli, Banda, Hamirpur, and Barabanki. The Corporation completed works worth ₹23.31 crore in 2008–09, ₹32.86 crore in 2009–10, ₹48.82 crore in 2010–11, and ₹15.44 crore up to August 2011–12, with ₹66.79 crore worth of works currently in progress.
The Corporation has also been designated as the executing agency for providing safe drinking water facilities in 133 district-level hospitals across the state, at a cost of ₹19.9367 crore, as per the order dated 28.08.2009 issued by the Directorate of Family Welfare, Government of Uttar Pradesh. The work for Lucknow has already been completed.
The Corporation is also working as a construction agency for the Gorakhpur Industrial Development Authority (GIDA), Gorakhpur, and has received works worth approximately ₹22.00 crore up to August 2011–12, which are currently in progress.
During 2007–08 and 2008–09, the Corporation received ₹398.00 lakh for the upgradation and strengthening of 16 industrial estates under the Directorate of Industries, all of which have been completed and handed over. In 2010–11, ₹2.00 crore was received for upgradation of seven industrial estates. Additionally, ₹178.30 lakh was received for construction of District Industries Centres in Chitrakoot, Hathras, Ambedkar Nagar, and Sant Ravidas Nagar. Works in Ambedkar Nagar and Sant Ravidas Nagar have been completed and handed over, while work in Chitrakoot is nearly complete. Work in Hathras could not be initiated due to non-availability of land, and a proposal for alternative land has been submitted and is pending.
Under the ASIDE Scheme, the Corporation has completed modernization of the Wood Seasoning Plant of U.P. Export Corporation at Saharanpur at a cost of ₹252.98 lakh.
As per Government letter No. 2793/18-4-2010 dated 10.08.2010, under the MSE-CDP (Micro & Small Enterprises Cluster Development Programme), the Corporation has been designated as the implementing agency for 58 projects. Out of these, industrial estate projects at Rania (Rama Bai Nagar), Partapur (Meerut), Nunhai (Agra), Shikohabad (Firozabad), and Bindki (Fatehpur) have received in-principle approval from the Government of India. The total cost of these projects is ₹2906.00 lakh, and their DPRs have been evaluated by SIDBI and submitted to the Development Commissioner, MSME, Government of India. An amount of ₹12.50 lakh is expected to be received against this.
Contractor Registration System
Contractors are registered in the Engineering Section. The registration system for contractors interested in undertaking civil works is prescribed as follows:

These orders shall come into effect immediately. In addition, for other types of businesses in the Corporation, the previous Order No. 14 dated 20.01.1995 shall remain applicable.

Quantum of Assistance
- The co-developer will be incentivised as per clause no 5.1.7 of the MSME Policy 2017 i.e. Uttar Pradesh MSME Policy 2017 notified on 15 December 2017.
- Every first purchaser of the land will be given 100% exemption in stamp duty for industries other than restricted ones.
- Along with this, any land of Gram Samaj falling between this area will be given to private developer at prevailing circle rate.
Implementation and Operation
- Any approved ‘Modern Industrial Area’ proposal shall be implemented strictly as per the tripartite agreement signed between UPSIC, Landowner/ legal entity representing landowners and co-developer.

- UPSIC which will have 5% stake in the project without capital infusion, other partners shall have their stake commensurate to their investment in the project.
- Co-developer and landowners shall recover their investment...
- Asked return on investment for the project along with various quality parameters shall be basis of selecting co-developer through a transparent bidding process (QCBS).
- Industrial plots developed through the policy shall be available for booking/ sales exclusively through UPSIC website. UPSIC shall develop a geographic information system (GIS) based system of booking plots for the purpose.
- The co-developer/landowner are entitled for marketing of the developed industrial area / plots. The rates of developed industrial area for sale shall be decided according to the demand of the prevalent market.
- All payments should also be done on UPSIC website which should be connected to project specific escrow accounts. Checks should also be credited to project specific escrow accounts.
- Revenue sharing from plot sales shall be done commensurate to stakeholders share in the project i.e. 5% for UPSIC and 95% for co-developer and landowners as per their share in the project.
- For first five years, including the construction period, co-developer will take care Operations and Maintenance (O&M) of the industrial area. Post that, co-developer shall transfer O&M to a SPV composed of owners of plots in the industrial area.
- Till the time co-developer is taking care of O&M of an industrial area, entire O&M amount shall be transferred to co-developer on monthly basis.
Land Allotment Process
Application must be made online/offline in prescribed application form as per norms.
After receiving the application, a letter of intent (LOI) issued to applicant within 15 days from receiving complete document. Applicant must fulfil all conditions of LOI within 30 days.
After completion of formalities mentioned in LOI a Letter of Allotment is issued within 7 days.
Applicant must sign a Lease/ Sales Deed within 30 days of Issue of Allotment order.
Executed Lease/ Sales deed must be registered and submit to UPSIC within 30 days.
After submission of registered Lease/ Sales Deed possession of plot is given within 7 days.
Unit must come in production within two years in case of micro and small-scale unit, within three years in case of medium and within four years in case large scale unit from the date of taking over the possession of allotted land.
In case of Anchor Unit, not more than 40% of the saleable land can be allotted to single anchor unit.
